FS#6917 - Irk with Skill increases given as Quest reward
Certain quests increase a skill by a whole level when that quest is completed.
Such a mechanism should probably save the amount of “practice points” earned in the present level, then apply those again to the new level of the skill.
However, that is not what occurs now: the skill is advanced 1 or more levels and all practice points gained previously are lost, regardless of how near you were to gaining a new level by accumulation of practice points.
Neither this text nor the details of the report are appearing in my brower: Midori.

From what I was told, it's not supposed to grant you a FULL level. It just simply takes you to the next level. So just keep that in mind when handing in a quest that awards to the next level, if you are close to mining, for instance, go out and dig some more ore until it fills up the bar then turn in the quest. So it is working as intended.
