FS#1790 - npc are not always seen

When a person goes into an area they are not always seeing the npc that are there. Had one player not be able to see the death guardian when I could. I could not see Harnquist while players were dealing with him. Just had a report from a player about not being able to see the 2 npc in front of the library.

With the 2 cases where I have not been able to see the npc I could see players and /pos said I was in 0. Changing instance then going back to 0 was enough to make the npc appear to me. At least one player moved away and when they came back they could see the npc again.

The task blocks this from closing
